The Quality Management Representation of Başkent University Hospitals and Healthcare Institutions provides services through 5 different units:

  • Quality and Accreditation Activities in Healthcare and Education, Performance Evaluation, and Internal Quality Audits
  • Calibration Unit
  • Statistics Unit
  • In-Service Training Coordination
  • Documentation and Form Development and Monitoring Unit

The activities carried out within these units are listed below.

 

Quality and Accreditation Activities in Healthcare and Education, Performance Evaluation, and Internal Quality Audits

Within our institutions, internal quality audits (self-assessments) were conducted across all units in accordance with the ISO 9001:2008 Quality Management System Standard to verify that quality-related activities and their results comply with planned arrangements and to ensure the effectiveness and continuity of the Quality Management System. Following the publication of the new version of ISO 9001 in 2008–2009, transition efforts were initiated across all our institutions, and almost all healthcare organizations completed the transition to ISO 9001:2008 within that year. With audits conducted twice a year at six-month intervals, processes of all departments are reviewed. Teams consisting of at least two members audit all areas to provide objective evaluations. Additionally, international standards have been considered since the early establishment of the system, and measurable elements have been integrated accordingly.

 

Calibration Unit

In 1997, a Calibration Unit was established within the Başkent University Total Quality Management Center to define criteria for the calibration of measurement and test equipment used in Başkent University Hospital and its affiliated healthcare institutions, and to ensure that equipment requiring calibration is calibrated at specified intervals and conditions. Since then, based on the TS-EN ISO/IEC 17025 standard, this fully equipped unit has been providing on-site services by expert personnel and continues to deliver calibration services for devices and equipment used in Başkent University Hospital and its affiliated institutions in accordance with established protocols. Within this scope, more than 5,000 medical devices are calibrated annually by this unit.

 

Statistics Unit

All hospital statistics required by the Ministry of Health to be submitted online (such as outpatient numbers, inpatient numbers, radiology, nuclear medicine, biochemistry laboratory test counts, microbiology test counts, number of surgeries, dialysis sessions, births, dental outpatient statistics, mortality figures, blood center data, building information, IT data, personnel numbers, emergency unit data, intensive care data, device counts, etc.) are collected, analyzed, and reported in the requested formats. Additionally, all statistical information requested by external bodies, such as the Ministry of Health General Directorate of Health Services and Provincial Health Directorates, is compiled and distributed accordingly. This process is carried out separately for all healthcare institutions, research, and application centers affiliated with Başkent University. Furthermore, within the scope of service adequacy analysis, internal customer (burnout surveys, internal satisfaction surveys) and external customer satisfaction (monthly outpatient and inpatient surveys, emergency outpatient surveys) studies are conducted, analyzed, and reported to senior management. Satisfaction survey analyses for various departments (nutrition and dietetics, biomedical and calibration unit, blood center, etc.) are also reported and shared. Patient and relatives’ complaints and/or suggestions submitted through feedback forms are evaluated and forwarded to the Patient Rights Unit.

 

In-Service Training Coordination

The In-Service Training Coordination of Başkent University Hospital and its affiliated healthcare institutions identifies staff training needs and ensures that training programs are implemented effectively, widely across all personnel, and in a way that contributes to professional development. All in-service training activities and those planned, conducted, approved, or not conducted by departments are monitored, and reasons for non-implementation are investigated. The effectiveness of training, especially in support and administrative units, is measured through a defined system. Training effectiveness is evaluated across all units, and repeated when necessary. Personnel within Başkent University Hospital, affiliated healthcare institutions, research and application centers, educational institutions, and factories affiliated with Başkent University are continuously trained by the coordination unit on continuous quality improvement principles, problem-solving techniques and tools, statistical process control, human relations, communication, motivation, leadership, effective teamwork, time management, and the fundamentals of ISO 9001:2008 Quality Management System.

 

Documentation and Form Development and Monitoring Unit

This unit, operating under the Quality Management Representation, is responsible for reviewing, monitoring, developing, publishing, and documenting all forms used within Başkent University Hospital and its affiliated healthcare institutions, research, and application centers. It also tracks all system documentation such as procedures, policies, and instructions, including published, revised, and canceled documents and forms.
